Inspiron 1520 does turn on

Hello,
can some one help me, i had a blue screen of memory dump and then now it is not turning on. It turned on and immediately i did a test tha gave me 0xc0000221, kernel missing or corrrupt, error code 0146, error code 2000 - 0146. mine is running on Vista.

Try booting into safe mode
1) repair install
2) run system file checker.
3) Windows systemm restore to date prior to error occuring
