No mouse key borad while installing windows

Hello,I have installed a new WD 320GB HD in a Precision 4550...and attempted a new install of Windows XP SP1 (OEM. Everything goes fine until I get to the set up screens, where I need to click next; no mouse or keyboard. I just noticed that this happens during the installing devices phase of the installation. Any thoughts?

Any thoughts?If they are USB powered, look in the BIOS by pressing Delete or perhaps Function 2 at boottime and check to see that USB Legacy Support is enabled.
