No mouse key borad while installing windows

Hello,I have installed a new WD 320GB HD in a Precision 4550...and attempted a new install of Windows XP SP1 (OEM. Everything goes fine until I get to the set up screens, where I need to click next; no mouse or keyboard. I just noticed that this happens during the installing devices phase of the installation. Any thoughts?

If they are USB powered, look in the BIOS by pressing Delete or perhaps Function 2 at boottime and check to see that USB Legacy Support is enabled.
