Recover a computer

I need to recover a laptop. the cd is not working in the laptop. I want to hook it up to an external cd plugged in by usb and my question is can you boot from this cd player and how do you do that thanks so much

Plug in the USB drive, go into the BIOS at boot, check the boot devices options to make sure the USB drive is in there, it will boot off the CD same as the internal one.
