I recently built my first pc last month, did all the research and knew what to expect from my investment. i noticed that for the first couple of days my cpu temp read  13c then i did what the artic silver 5 website said and let it cool off a bit from then on it ran at 17c to 20c and about 25c full load. now just recently it jumped to 31c on idle.dont know why but my ambient temps are always about 72f. its winter now in Arizona. Arizona gets hot, is there anything anyone would suggest to keep things cool or am i worried about nothing.

Is your heatsink slipping off?

I almost don't believe load temps of 25C.

I think maybe the software was freaking out. 31C idle is actually pretty normal I think.

31 idle is sweet, with zallman heatsink fan on my budys he idles at 28-34 and underload is 40-48c which is good, redo paste and fan install on cpu

Well 13c is 55f, so unless you keep your place pretty cold, your problem is not that your cpu is too hot.
More than likely though, your room is warmer than 55f, and since a heat source is always warmer than it's environment, your problem is that your board is not getting correct info from the t-sensor on the chip.

Currently my room is 24C.My 6750 2 cores are 29C and 30C ,idle. I am happy. Does that answer your question.

 My E6750 doesn't exceed 35C, my motherboard is P35 GIGABYTE DS3L

Go here http://www.tomshardware.com/forum/ [...] ture-guide and read the sticky on core 2 temps.  Also, anything but the new beta of speedfan reads my e6750 15c too low, so you might have to adjust.  Also, be sure you are reading the core temperatures in speedfan or coretemp instead of whatever your mobo tells you.

You are worried about nothing.
Anything below 72c is Normal Operating Temperatures.

Note: Some of your initial Temps were way off.
Example - 20c is 68F.
I'm not sure, but I suspect this may be cooler than your actual room temperature.
This is impossible unless are using some type of refrigerant coolant.

If I had to guess, something may have patched which corrected your temperature readings.
31c is quite normal and nothing to be concerned about in the least.

its not good theory.

wow. ok i know my heatsink has got to be pretty tight for as hard as i had to screw it in im afraid to mess with it again . i guess i have inaccurate temp readings because my room temps fluctuate while my mobo gives me silly temps. just silly

yeah, you'll need to use what everybody here uses to get consistent temperature measurements.  Using speedfan or coretemp will get you numbers that we can all use to give you feedback.  using what your mobo tells you will vary widely based on what type of board you have and cause confusion.  Remember, the old versions of speedfan will give you core temps that are about 15C too low, so you'll need to adjust.  Coretemp is usually pretty accurate.

zuel, it is not possible for ANY temps to be below ambient. If you want to know how to properly test, calibrate and monitor your temperatures, then as has been suggested, please read the Core 2 Quad and Duo Temperature Guide: http://www.tomshardware.com/forum/ [...] ture-guide

From the Guide:

Section 6: Scale

Scale 1: Duo
E6x50: Tcase Max 72c, G0 Stepping, Tjunction Max 100c, Vcore Default 1.350, TDP 65w, Delta 10c

-Tcase/Tjunction-
--70--/--80--80-- Hot
--65--/--75--75-- Warm
--60--/--70--70-- Safe
--25--/--35--35-- Cool
