Is your budget limited to like $150? If it is, maybe you can shop around to get a cheap HD3850 256MB, which is a far better deal than both of what you have listed there.
Other than that, to answer your question, the 8600GTS is a better deal out of the two. It has better cooling and it runs faster.

If you do need a pci-e card then I'd also consider the HD2600XT. Typically ahead of the 8600GT without fsaa and it's often alot cheaper (at least here in the States). The 8600GTS is nice, just depends how much cheaper the HD2600XT is and how much more expensive the HD3850 or HD2900 pro are. Also, keep an eye out for the 8800GS, which will be available shortly.
I would say you are right. The Powercolor is 512MB, which cost more in PCI-e too.

I just purchased it myself, right now I'm running Crysis retail @30FPS @1280x720 with DX9 Very High no AA or AF. Plays like a dream and looks amazing on my 32" LCD TV hooked up through the Native HDMI. The picture quality on this card is a a lot better than my 7900GS (8600GTS equivalent).
If you can spend a little more, I highly recommend this card. Seriously the best $130 dollars I've ever spent.
