My downloads speeds are varying greatly.

I just upgraded to an Intel chip set a month ago, now.

It works perfectly in all areas except networking. There's something screwing with my download speeds. I'm getting great upload speeds, and net work coonectivity. It's the download speeds that will go from 1.8 mbps to 29.9kbps. This has happened with more than one application, too.

Steam, Utorrent, general web downloads. This also affects online game play in a way that makes me want to rip my hair out and eat it.

I had the modem hooked up to a wireless router, so I first thought it was the router that was causing the problems. I pulled the modem from the router and ran a line directly to my pc. The same problem occurred. It's not the router.
