Do they make a case fan (80mm) that will work for more than a year? Seems like every 6 months/year my fans fail. Either they just stop or start making a whining noise that turns into a high shrill!

Any info is much appreciated.

Its probably your PSU or you are getting bad/low quality fans. The best fans are from Scythe followed by Thermaltake, Antec, Zalman, and Logysis/Coolmaster. (PS: Logysis PSUs are cr@p. but their case fanse are quite good)

No doubt you get what you pay for, I normally just go for the cheapest I can get. I'll probably pick up 2 of these:

I'm not over clocking, in fact the the server is running windows sbs 2003 r2 and barely gets anywork. More of a glorified file server. x2 3800+ 4gb ram. 4 - 250GB sata in raid 5 for important stuff/ 4 - 80gb ide raid 0 for small SQL DB / 1 -250GB sata for OS. I doubt the processor sees 20%+ use all day, there are about 5 users on the domain.
