Most of the time that's happen when there is abnormal setting in the bios. Check for the bios with your manual. May be it's set the floppy disk on and don't find it ... That's happen to me. Or the memory voltage not right.
But at least you have something. It will be helpfull if you give to us the mobo's maker and model.

One more question about something a little different....how do I see my list of specs for a pc? Is there somewhere I can find this? I'm looking to sell my older pc and need all the info.
Also, I tried to rearrange the boot drives (which were in the wrong order), but it still restarts instead of shutting down. The only way that I can shut it down is by holding in the power switch.
ps. the restart button restarts it....so the switches are in the right place on the mobo.
