can i operate a mustek 600 cp flatbed scanner with my windows vista system ?

Hello and welcome to Tom's Hardware Forums.

I can't see one on their site - they're mainly for Windows '98 with only a passing mention of XP. Plug it in and try it with the Microsoft Scanner and Camera Wizard - you never know, it may actually work.
