Definitely go with the samsung if your not worried about the tv.
A good resolution somewhat depends on the size of the screen but your going to want better than 1366 x 768 if your using this for a monitor.
1440 x 900 is typical for 19 inch wide screens
1680 x 1050 for 22inch
1920 x 1200 on the 24 inch and bigger until you get 30" 2560 x 1600.
When you factor in TVs usually you get 1366x 768 or close to it or 1440 x 900 (on the smaller 15 17 19 21 inch lcd tv's) Usually you can't find 1920 x 1080 on any lcd tv smaller than 32 inches (which is sad but thats the market).
On the timing 8ms is typically considered low end in the gaming and computer world. Umm tv, movies, even sports should be just fine. 5ms is much better 2ms is realy good for gaming and anything fast.
I haven't found anything good monitor wise in the TV area over 19 inchs. You want the higher resolution. If you still want TV pick up a tv tuner but go with the 24 inch samsung it won't let you down.
