I am RMAing an Antec earthwatts 500 because of a faint buzz from the unit (very annoying). I think I'll just sell the new one on ebay when it gets here.

So if someone can suggest something with modular cabling, let me know. $80 would be nice.

I've used two of them. They are quiet and stable. One downside is that although each +12V rail is rated for 20A, combined they're only good for 28A, which seems a bit low.
Also, each cable for SATA drives has 4 connectors on it. If you only have one or two such drives in your system, you'll still have extra cable hanging off them.
The next modular PSU I buy will probably be a Corsair, but this was/is not a bad PSU. Check around though, sometimes other places have better prices on PSUs than Newegg.

620HX is what I've got in my rig and it has been great to me. All cables were long enough to manage and I can't even hear the thing. I can only imagine the 520HX being just as good if you dont need the extra 100W.

Shop around some. The HX-520 is available in your general price range if you catch a good deal or rebate deal.

You can also go for the corsair VX series instead of the more expensive HX.

Need suggestion in picking a Processor

The i7 920 runs about $290 in US, so I'm guessing that you either are not in the US or need that $400 for more then just the cpu. So a PII 955 c3 is $160 on newegg.com, can get a good asus board for $110ish, and 4gb of ddr3 for $105ish. Total would be around $375. There are also boards in the $60 range that are good but dont have as many features. You can try an i5 setup, but it will push you past your $400 limit.
