What Tv Tuner for a laptop?

I'm looking for a decent, cheap tv tuner for my gf's Inspiron 6400 dell notebook. I was looking at the usb tv tuners but most reviews I have seen were not too good.

It only needs to be able to get regular cable channels, not digital. I am not concerned with video capturing at all.

Can anyone recommend me with one? (It HAS to work with windows vista)
