Seagate SATA trouble shooting

Seagate Barracuda 7200.10 (Perpendicular Recording) ST3400620AS 400GB 7200 RPM 16MB Cache SATA 3.0Gb/s Hard Drive - OEM

This is my secondary hard drive. It does not work. The computer registers that it is working properly but I have been unable to see it in 'my computer' category and it has not allowed me to format the drive. I have tried everything. I built the system in the summer and can post my stats again if needed. I have another seagate that works perfectly. So what can I do? Also the drive is a SATA, both of them.

Right-click My Computer > Click Manage > Expand the "Storage" container if it isn't already > Click "Disk Management"

Do you see any unformatted drives in there? If not, do you see your other drive there? If so, right-click it and start the formating process. That should fix you up.
