The title says it all, I'm building a new computer and am looking to OC my e8500 to roughly 3.8ghz to match my ram mhz. I am planning on using a Corsair TX650 Watt PSU and a ZALMAN CNPS 7700 copper cooler.

Could anyone let me know if that setup is capable of handling an OC like that?
