Adobe Photoshop missing Help

I have been using Adobe Photoshop Elements 2.0 for a long time. It is a good
program and works well, However,since yesterday, the Help file will not
launch. I am not too sure how to describe it, except that it is an online
..htm type help system. When I click Help, "ACTION CANCELLED". shows up in
the browser. In the past, a Windows popup warning appeared and Help launched
afterclicking OK. Now, only the "action cancelled" apprears. I have tried
System Restore and uninstalled and reinstalled the Adobe program--no affect.
The only change that I have made in my system is the installation of SBC/DSL.
As far as I know there is no other malfunction in my internet connection or
any online activity. Virus scan is OK, defrag is OK, and hard-drive error
check is OK. I hope someone can help me determine what is happening. Thanks

Also, go to Adobe's tech support and you will see that this is a known
issue with SP2. The workaround is posted there.

Thanks for the help. You relieved my concern that my internet connection
might not have been working properly.
