Hello, I am a computer novice. My lap top has memory issues, it seems to be in 2 parts, C drive which is full and E data which is empty. Can these be combined as i can not install anything else because windows is teling me i have no memory space.

You could try GPartEd but backup anything you don't want to loose before trying to combine the 2 partitions.
