The whole idea was to find a wireless web-cam.
I started thinking of a DV-cam with bluetooth facility. Since a web-cam
doesn't require very high image quality I thought why don't I use a
Palmtop.
Which Palmtop has a built-in camera and WLAN?
What also important for me is that it's using a OS which has many
freewares. If possible, there's a free development tool kit and a
community of hobby programmers.

Not sure about a web-cam, but the European Sony CLIE TH55/E, has a
640x480 camera, 802.11b WiFi, BlueTooth. The U.S. model does not have
bluetooth.
The Sony CLIE TJ37 has 802.11b and a camera as well. Not sure if the
European model has Bluetooth or not.
There is tons and tons of freeware software for PalmOS based PDAs.
palmgear.com, freewarepalm.com to name 2 places to search for freeware.
And again, I'm not sure if you can use it as a wireless web-cam.
Then again, I've seen wireless web-cams advertised that use 802.11b and
act as their own web server so you can view them via any browser.

Must be expensive.
I'm not quite sure how often I'll use it as web-cam. Palm top would be a
better solution for me. In case I don't use it as web-cam one day I still
can play game :-)

You can certainly use the TH55 as a wireless webcam - I have done it.
you need Spycam and Spygrab installed on PC and Clie.
