Latency Help For OCZ Reaper p6400

Hi I have just built my new system but I am concerned about speed step
Does it slow down performance, because at idle it runs a 2000 with a multiplier of 6, when its rated at 3000 with a multi of 9.
It does get to 3000 x 9 under load
also my ram is rated a 4-4-4-15 yet i have 8GB installed running at only 6-6-6-18 symetric 2T

CAN ANYONE SUGGEST SETTINGS TO INCREASE RAM LATENCYS AND ADVISE ON SPEEDSTEP
My set up is
E8400 @ Stock
Artic Cooler Pro 7
GA-P35-DS3P Only changes are 64 Bit, and disabling onboard sound.
8GB OCZ Reaper P6400 - 800mhz
X-Fi Extreme Gamer Sound Card
BFG - Nvidia 8800 512 o/c GTS Card
Corsair 620watt HX
Antec 900 with Dual extra 1600 Fans
2 X Seagate 7200.11 500GB 32mb cache Drives NO raid
2 X Samsung Sata 20 Burners
1 x Akasa Card Reader
Windows Vista 64 Home Premium Edition
Saitek Eclipse Pro II Illumination Keyboard
Razer Gamer Mouse 2000 Dpi
19 Inch Hanns G 2ms Monitor @ 1440 x 900
