Cant get to BIOS

After installing a new PSU, I rebooted my PC and all I got was the black screen with the never ending flashing underscore. I'm having trouble figuring out what might of gone wrong. Altough from what ive read its most likley my harddrive and i cant get to BIOS. i have a Dell Precision 370

Try reseating the RAM sticks and VGA card (you may have disturbed them), also check you have connected the power lead to the VGA card (if any).
