power supply voltages, weak??

i just found out that my old computer 12V was not at 12V by speed fan, i dont believe it 100% but i couldnt just pass it.
this old pc is 3 years old. hp with some upgrades.
here is what speed fan shows::
VCORE - 1.65V ok
+3.3 - 3.30V ok
+5V - 4.92V okay?
+12V - 11.00V i think not okay..
-12V - 0.97V dont know about this
-5 - 5.11V dont know
+5VSB - 5.40V dont know
VBAT - 3.30V dont know

what voltages are you guys getting?
is this because it is old? (im pretty sure thats why)

Speedfan pulls those voltage readings from the mobo. They are most often not accurate. Get yourself a $10 meter and measure them directly.

Yes.

Voltage spec is +/- 5%. 11v above is not OK. 5.4 is also a little off.
