Missing Change the way users log on or off

Hello,
I've formatted my computer and I'm subsequently trying to logon on to my companies' domain. I can't logon to the domain through the win logon (error: domain is not available). I was told that I needed to logon locally establish a VPN connection, then change user and logon. Unfortunately, the switch user option does not appear in my "user accounts". What can I do?

You need details and instructions you can only get from the company's Network Administator as to how to configure the VPN settings and once connected, the login details will be changed remotely.
