I have the following configuration:
 
Intel Dual Core 2 1.86 GHZ, KINGSTON 2X512 MB + 1gb = 2 GB RAM , SEAGATE 80 GB 7200 RPM HARDDİSK , LOGİTECH V350 wirelless mouse and wireless keyboard , Sapphire x1900 xt 256 MB and 256 Bit DDR3  
 
I connect the system to my 37 '' SAMSUNG LCD TV from serial port which is converted by DVI adaptor on the video card. It was working great when i was playing any game with high graphic quality. Only limitation was 1360X768 maximum resolution because of tv.  I formatted harddisk and installed Windows Xp proffesional again. I also installed SP2 of course. I installed the games bioshock and crysis and call fo duty 4. This time during the play , the screen freezes and i have to reset the system in every game. I installed catalsyt control center suite and tried to open but it asks:  .net framework version 2.0 . I installed it either and also windows installer 3.1 . Now when i try to open CCC , this appears :
 
could not load file or assembly CLI.implementation, Version=2.0.2943.27273,Culture=neutral,PublicKeyToken=90ba9c70f846762e or one of its dependencies is missing.
 
I wonder if this problem is due to graphic card or what ?

Try redownloading and installing .Net first, even before you install your card and drivers, using windows drivers. It sounds like a .Net mess to me

i will try ,  a little correction : x1900 gt , not xt..
