well i installed ATI Tool, but for some reason its extremely laggy under vista 32bit, it almos stops responding when you drag it around, and it doesnt pick up my memory or clock speed. I thought it might be the overclocking reason and now reset it back to default clock speed and ATi tool still wouldnt run properly.
?? whats going on here

it does not support the card yet(thats why there is no clock speeds)....does the artifact scanner work?
check out rivatuner....its supposed to support your card(clocks and fan speeds)....its just the artifact scanning that ATI tool has that is a good feature for checking stability since it pushes any card to its max....
i clocked it to 750/1003 stable, ran 3dmark2006 and it passed, no tearing image or weird colour patches.
so what should i do next? i dont like the idea of Rivatuner/ATI CCC, they only apply the OC core speed you set after you boot into windows. Doesnt that make the system potentially unstable?

it should not. in fact your card clocks up and down anyway to save power(most if not all new ati cards do it, but i am sure its turned off for overclocking)....
Even if you get Tearing, its most likely Vsync. I still recommend ATI tool for the harder test....
but in general, it should not make it any less stable....
ATI tool does work, you just have to get the right version. I actually have the same card as you do, and I've been able to get it to work perfectly. Here's a link to the version you need man.
