Can someone explain my internet speed drop?

I turned on my computer today and tried to go to google. It took about 45 seconds which is a huge difference compared to when it would instantly come up

I regularly test my connection on Speedtest.net
Look at my old results compared to today

Your ISP may be performing maintenance on a router or service line. Give it a day or two to clear up, then call them up to troubleshoot.

Your running 9.918 Mbit/s which is faster.
