Make sure you don't have programs running all the time, people like to install ever freeware program on the planet and then say the PC is slow. How many icons do you have running in the taskbar by the clock? If you have the little arrow by there, click on that to make sure you expand all of them.

Download and install Malwarebytes to clean out any spyware you may have.

What are your system specs? You may need some updates if the PC is older.

Some good advice above.

What are your hardware specs?

If it just starts slow, check out what is set to start with windows, as hang-the-9 said. You can use msconfig to block them, or go to each program, and edit the startup option.

You may have some malware or registry garbage cluttering up the system. You can follow my guide here to take care of that.

Overclocking may be an option. Depending on your hardware, BIOS options, and your skills, we can explore this further, if the other options don't help.
