Error in sending Hotmail e-mails

Hello, I get an error mesage when trying to send e-mails from my Hotmail account. It states that my account is blocked and that I have violated the rules. I haven't so how do I fix this?

update your anti virus and do a scan of the entire system
as aford recommends download malware bytes, update it, and do a scan of the entire system
sounds like malware infection...

Restore does not erase your personal files and is reversible.
click start
click all programs
click accessories
click system tools
click system restore
check the box that says restore my computer to an earlier time, click next
select a bold date on the calendar, a date before the problem started, click next
follow through with the restore directions
restart the computer after it finishes
if the system restore does not work, select an even earlier bold date on the calendar and repeat the procedure
try this with at least four earlier dates before giving up and trying something else

Hotmail isn't a locally installed email client, so try sending an email from a different PC. If you get the same message from another PC, your account has been locked down. You'll need to contact hotmail's support line and find out why.
