How to do low ping in cs?

That's pretty much all internet connection. Did you check what a good ping time is and what you have?

You can change RATES.

First of all, open console and write this command:

net_graph 3

Look for area that says CHOKE: and LOSS:

Those two must be 0. YOu can reduce by changing the following:
rate 20000
rate 25000
cl_uploadrate 40
cl_uploadrate 80

Try different combinations until you get loss and choke to minimum.
