For a bootable CD or DVD to be picked up at boottime and recognised, the appropriate setting in BIOS has to be right. Restart and tap whatever the screen says you need for BIOS or Setup and look through the menus for Boot Order or Sequence.

If you're thinking of reinstalling, have you taken everything off that hard disk - drivers, etc? Can save a lot of time later.

Do you have a boot disk in the drive? That message won't just pop up on it's own.
