How to make new Sata drive bootable

I have existing internal IDE drives installed, and have added a 1 Terabyte Sata internal drive via a PCI Sata card. Have formatted the new drive, copied files to it, and now want to make the new drive the primary drive, but can't seem to find how to make it the bootable drive. Help!

I'm very aware that installing an OS will make the drive bootable. That was my question: How to install the OS on it........

Fail-safe. Shut down your computer.
Unplug all drives except the new drive that you want the OS installed on.
Start Computer. Push delete(most common) while booting up to enter Bios.
Select DVD drive a first boot device and in hard disk priority make certian the desired HDD is listed.
Put OS disk into the DVD/CD tray, ESC then F10 (do you want to save changes) Yes.
OS will start the install.
When prompt choose NTSF format.
Follow prompts from there.
