I have CPU (Athlon64 5000+ BE) multiplier manually set to 14. However, if I enable Cool 'n' Quiet the mutliplier won't get higher than 13 under stress. Is this intended behaviour or a bug?

Cool 'n' Quite and overclocking don't mix... 'least not on any board that I'm aware of.

That is intended behavior. The stock multiplier is 13 (200 MHz HT x 13 = 2600 MHz) and enabling Cool 'n Quiet typically sets the HT link speed and multiplier to default on most motherboards, resulting in the 13x multiplier being the highest one used. If you want to overclock, turn Cool 'n Quiet off, otherwise leave it on.
