OCing a Q9450 or Q9650

Can a Q9450 be oc'd to 3.6 with on-going stability? Another site states to get the full performance out of a Visiontek 4870X2 VGA, the Cpu should be at 3.6. Don't want to water cool if possible. Or should I buy the Q 9650, for about $230 more. About ready to press the "submit" button at Newegg.

The Q9450 should be able to hit 3.6ghz, although I am not sure it will do it with that hsfu.
