I Think BioStar TPower I45 Is Very Good Mobo For OC..... OK?
 
For E2180 : P35-DS3L or P45-DS3L
For Q6600: Any ASUS Gigabyte P45.
Imo, I wouldn't trust a Biostar as I had a few of their boards die on me.

If you plan on gaming PLEASE get a different card. The 8600GT is cr@p. Not sure about the prices where you live but you should be able to get a 8800GS/9600GSO for ~$60-80.

PSU is fine.

Imo, get 2*2GB or a single 2GB. I recommend Crucial, Corsair, OCZ, Patriot, G.Skill.

I love the Asus Rampage Formula, its a great DDR2 board, but its not cheap. Most the people that I've seen that have Rampage Formula's are really satisfied too (I'm being humble), but you may not need all the features and you can find decent boards for less, I'm sure.

Either a high end Asus mobo (like the P5Q Pro) or the Biostar get my vote. The Biostar TPower currently holds the world record for fsb OCing. The only down side is that it has 4 phase which means it will run out of steam for quad cores at around 3.6ghz, otherwise it is the best mobo out.

I agree though, if this is for games the 8600gt will be a bottleneck making a lot of your OCing pointless, especially at high resolutions.
