in CPU-z, it shows correctly, which is 3Ghz. But if check by right clicking "My Computer", the CPU info showing 3.16 Ghz.

It's included in the CPUID. The real clock speed is the 3Ghz one. Not the 3.16Ghz

As long as cpu-z shows the right number, don't worry about what windows says.
