1650 would not be an upgrade. shoot higher, 7600 or better, and on the ati side 2600 series or x19xx series

I would have to say NO but it depends on what you plan on using it for. If its going in a comp thats gonna watch movies and surf the web then i guess you could use it. If you plan on playing any game more demanding then Solitaire then I would recommend a better card.
I would say if you want to play some games at ok settings for not too much money get a 3850 256/256. If you are gonna play games at somewhat higher settings and have a little more money laying around go for a 3870 or a GT. the 512mb GTS and 3870x2 are higher end possibilities but if your asking about how good a 3 year old card is im guessing these are beyond your price range.
