Vista clean install issues

I'm upgrading from an older phenom I to a i3, and need some recommendations on how to do a clean install using the recovery partition on the hard drive.The windows version I plan to use is from an HP Pavillion Pheonix SE. I've heard that it's possible to tell Microsoft that your motherboard fried, and you can get a new activation code that way, but I'm really not sure what to do

You will not be able to do this with the recovery partition, it will fail to boot.

Need to get a setup disk and run a clean installation. In which case, get Windows 7 instead of Vista.
