Network connection issue!!!

I have been dealing with this for over a month now. I have no idea what happened. I am connected hardwire ethernet and everytime i shut down my computer and then turn it on. I lose connection. I was on a static IP because that is what i want, but went to automatic. I have no connection either way. The only thing makes the internet work is if i unplug the ethernet cable from the wall and plug it back in. I am also on a router. Wireless works fine for others, my hardwire is messed up. It used to work perfect, i dont know why i would lose internet if its always plugged in. What is the problem all my drivers are up to date.
