Wrong characters appear when typing on my laptop

I have a Toshiba Satellite L355D laptop. When I type I get multiple Characters. I hit the Spacebar and get a 4. Type a p and get a pf, type a f and get pf, etc... I have replaced the keyboard and the system board. Any help would be appreciated

IMO, a Windows setting in Keyboard and/or Language regional settings is incorrect. What is the country of Origin of the Unit ?

I checked all the settings initially before I replaced anything so it is not the keyboard/language settings.
