I have a drive that has been patitioned into 3 parts; C = 4gb, D = 300gb & E = 1gb. Windows is installed on C and the others parts are empty. The C partition is now full up with updates etc and I need to switch this all to the D partition. Is there a way I can switch the contents of C to the large D partition and effectively make D into the C drive, without formatting Windows or loosing any data??? Maybe fdisk has an option to do this?

With a C-drive that full you can't avoid fragmentation to impact performance. You would be better off expanding the partition to a larger size (say 20-30GB). This can be done without losing data with proprietary tools like Partition Magic. Its not risk-free, you still should make backups of your most important data. but it should work.

Fdisk cant help you.
