Windows XP startup goes to blank desktop

Hello,

I am running windows XP on a dell XPS 200. The FPL power people came and cut the power off. MY computer rebooted with no taskbar and icons. I have access to ctrl alt delete, but thats about it. How can I fix this problem. I have tried different things but nothing has worked. Before I just had to shut down and reboot up, but now its not working. Please help@!@

When you get to the desktop, press ctrl+alt+delete, and open the task manager. Go to file-->new task-->explorer.exe-->that should restore your icons and taskbar.
