I've heard there is a code written on the chip casing that contains this info. I've also heard you can check it by finding the chip's data sheet on the manufacturer's website. Well, I went to the Intel site and they have a graph depicting the temperature at many different wattages. The highest wattage listed for my chip (Q9550) is 90watts and the temp there is about 70C.
Is this the max temp I should approach if overclocking? Are there any safe parameters for heat or is it largely dependent on which chip is being used?

Each processor has a rating, in which you should not go over for temperature. This temperature is not for the core temperatures however, as they can go much higher before being damaged. I have a q9450, which is very similar to yours, and it is rated for 71 degrees C.

I just went to the intel website and searched for q9550, and got this:

Thermal Specification: 71.4°C

71.4C is for the "CPU" temperature, not the cores, which have a max temperature in the range of 95-100C.
