So what is the difference if you Pad mod the FSB to 400 vs just overclocking it to 400?  Perhaps I am missing the point here.  Is it just to give you a higher baseline to OC from?

I think it's designed to OC CPUs on systems that do not support adjusting the FSB, such as Retail Systems.

Its a mod like the athlon socket A, just connect them and Walla!.  Worthwhile for those people who can't change their motherboard bus speed.  On that note - you couldnt change your multiplier down either so you'd be shooting yourself in the foot by doing the mod above 333 to 400 on q6600.  almost none would actually run at 9x400 straight away without presetting your bios to take it. 9x333 results in a stable 3 GHz.

I saw one somewhere that all you had to do on a Q6600 is put tape over one pad and it would change the stock FSB to 333 thus making it a 3GHz chip. Wish I could find that again though.
 
This looks interesting though. Would love to see someone try it. 9x400 would be 3.6GHz. But I doubt on a Q6600 it would run at that without upping the voltage and either reallllly good HSF or water cooling/peltier.
