Write Protected Problem

why i cannot play, delete and transfer some file in my external hard disk? If i do that, have a pop up say "make sure the disk is not or write protected and that the file is not currently in use"

Is it part of a program you've installed or is it just files you've downloaded or saved, ie, pictures, music...etc? If it's a program, it maybe starting up when you load the OS, making deleting a problem. If it's Windows, you might try booting to safe mode and see if the external drive shows up, you should be able to delete the files then.
 
That's usually because what you are trying to edit is open and running.

You can check under the process tab in task manager to see the processes in use that could be accessing the files. Depending on what you are trying to move, ending what is holding on to it can free it up.

You can use msconfig to stop applications and services from starting up.
