for an e7200 core 2 duo processor, what's a good cpu cooler that is below $30 that will let me overclock the cpu to 3.5ghz on air alone?

The Hyper TX2 isn't bad; I have one. Newegg presently has the TX2 for $30, contrary to my prior post. But I recommend looking at the cooling charts and making your own decision. I ended up getting the TX2 for a system a few months back simply because it was actually available.

an artic cooler freezer 7 pro should be good, but i doubt you'll reach 3.5.... maybe you might

its fine for duo's, i can reach 3.3ghz without breaking a sweat on my older e4500, it tops out @ 45C in a 20C ambient room

e4500 is harder to OC because its cap is low... the highest some people that can reach with it is 3.6ghz, and thats in overvolt territory

*edit*
e4500 is 65nm, the e7200[45nm] should actually run cooler... you probably will reach 3.5 with the artic cooler

My money is on the arctic cooling freezer pro 7 as well, im using it with my OC e2180 which is clocked at a mild 3ghz and I have pretty low temps about 30c idle 50c load, but thats because the rear exhaust of my case was designed in such a way that it blocks 50% of the airflow it seems (though it may stop a bullet for the proccesor if it needs to :D), so I imagine its quite a bit better than what kind of performance im getting from it.

And as someone mentioned the e7200 is 45nm instead of 65nm like the processors we have so you should be fine.
