Block local security policy in XP

Hello,
How do I block the access to the Local Security Policy for certain users? The person when clicks on Local Security Policy, should get the message that the access is denied.

You do it though....... the Local Security Policy settings. Also I believe that only users in the Administrators group can save changes there anyway. Make sure the user's are not local admins.
