You can't make a CD drive a DVD RW if it doesn't have that capability. For that you will need to get a new drive. They only cost ~$25.

What's your next question - how to turn CD-ROM into Blu-Ray? Why do you think that DVD burners are $10-$20 (AU) more than CD-ROM drives? If people could convert their drives, there would be no market for optical drives anymore! Any new format that comes out, people just UPGRADE!
So, in short, you can't. Although if you figure out how to, let me know, I'll be all ears...
