But chaos reigns I do not now know whether to go AMD Phenom as I heard its faster than the E8400.
and XP Nearly gone but Vista Unstable, I can get all the drivers for my peripherals[Printer Scanner Ect] on VISTA 64 BIT So wondered which OP System to get, please help,

Unless you are running heavily multithreaded applications, the faster E8400 is the better chip. This is certainly the case for the great majority of consumer applications.
If you *are* running heavily multithreaded applications, then you should buy an Intel quad as even the (year old) Q6600 is faster in both outright speed and clock for clock than a Phenom.
I'll not comment on Vista since that's an invitation to a flame war around here.
