X38 and X48 are 2 Intel chipsets that support 2x16 in Crossfire.
There are several AMD chipsets, the 580 and 790 both will support PCIe 16x2 but you did not specify for sure if you are looking at AMD or Intel based motherboards.
There are actually a lot of boards out there that will do what you are looking for..........

Im looking to get an Intel Mobo and I searched and found that alot of times when 2 GPUs are installed, the mobo switches it to 8x8....

As the posters stated, X38 or X48 for full 16x/16x

oh, an almost forgotten, those chipsets also support pcie 2.0, SO BOO-YAH!

you cant lose. its a pretty penny though =]

The one's you're thinking of are the p45's. They switch to x8 when in CF. The x38 and x48's do full x16 CF.
