hi, i use my computer alot on making DVDs. sometimes, i get avi format files, and use nero 7 to convert it to DVD file and i burn it to dvd rs. my gpu does nothing when converting videos, is it suppose to be like that? i thought they work when converting video files.

Not that kind of converting. They are needed if editing videos and redering them... but all Nero does is put them to a disk in a different format, no video required as pure data transfer.

i was expecting to be faster when i was buying my gfx card,
so the only way i can convert video files faster is to upgrade cpu, right? if i get q6600 from e4400, will it be a big difference? since quad, 2.4 x 4cores, and e4400 had 2.0 x 2cores.

If you can, get a 8400 instead. I know its only a 2 core, but its cheaper and does at least as well as the Q6600, being that the 8400 is clocked so high. Its also very power efficient, and very cool running
