I'm building a new rig now, but am at a standstill. The Xigmatek S1283 Heat sink Fan came with the plastic push pins, but didn't feel solid at all. In fact, when I separated it from the cpu, the thermal paste had not been disturbed at all. Apparently, the mfg is getting a lot of questions about the plastic pins not being secure. Now I'm waiting for them to send me a bolt-thru kit with back plate. My question is: Do I have to insulate the back plate from the chassis to avoid shorts! This kit they're sending is supposed to be just like the ThermalRite bolt thru kit.

If its anything like the Zalman bolt through kit that comes with the HSF it should be fine and come pre insulated. It should either be plastic or have pads. Bit I doubt they would send you a kit that would short circuit your board.

you should just add more compound maybe you just need a small amount more

you can all so bend the arms so the pins are tighter

you did the right thing getting the bolt through - buyt if you have the same issue bend the arms slightly
