They are build for 2 completely different objectives. The Matrox card supports 3 displays and is more for 2D applications and such. The 7600 is more or less a standard desktop card/lite gaming card.
For a normal home user the 7600 would be by far the best bet. The Matrox is really for business/special use cases.

Give your friend the 7600 if he wants to do some gaming, and he doesn't want to push 3 displays, which is my guess since he is buying a $350 PC. Sell the Matrox on ebay and maybe you can get a decent price for it.
I maybe wrong, but video editing is mainly based on CPU and memory and not the video card. So I don't think you would gain much advantage (probably none) going from a 7600 to even a 9800GX2 in video editing applications.
